Development of Emergency Response Plans & Related Documentation
SC&A helps federal, state, and local clients document their emergency response
programs. We gather information, interview stakeholders and subject matter
experts, and interact with working groups to develop and refine draft
documentation. Services include:
- Developing implementation guidelines, standard operating
procedures, data quality objectives, job aids, Concept of Operations
plans, and other planning documents
- Updating emergency response plans to reflect current federal
plans and requirements
- Ensuring that plans are compatible with and incorporate the
principles of the National Incident Management System, Incident
Command System, and National Response Framework as appropriate
- Harmonizing the plans of groups that need to work together
Sample Projects
- For CDC, SC&A helped the Advisory Team for Environment, Food, and
Health to develop its standard operating procedures for assisting
state and local governments to determine protective actions in
response to a radiological incident.
- For the EPA Radiological Emergency Response Team, SC&A developed
or updated the Concept of Operations Plan, functional descriptions of
emergency response positions, standard operating procedures, job aids,
and other documentation.
- For CDC, SC&A developed procedures for hospitals to perform whole
body counting of large numbers of people using equipment readily
available in the nuclear medicine departments of most urban hospitals.
