NEPA Support
SC&A supports all aspects of National Environmental Policy Act (NEPA)
implementation. Clients include the U.S. Nuclear Regulatory Commission (NRC),
Department of Energy (DOE), Environmental Protection Agency (EPA), and Department
of the Interior. Drawing on more than 20 years of experience, we offer the following capabilities:
- Prepare and review environmental impact statements (EISs),
supplemental EISs, and environmental assessments (EAs)
- Review any NEPA topic, including cultural resources, groundwater and surface water modeling and
evaluation, environmental justice, seismology, air quality, ecology, nuclear waste disposal,
transportation of radioactive materials, and climate change
- Conduct field surveys of historical, cultural, and religious resources and support
consultations with Indian Tribes under Section 106 of the National Historic Preservation Act
- Conduct safety reviews for licensing of NRC-licensed facilities, such as medical isotope production facilities
- Develop EISs for nuclear power plant combined licenses
- Develop NEPA documentation and decommissioning plans associated with decommissioning and
license termination of DOE facilities and NRC-licensed facilities
- Prepare NEPA documents for uranium in-situ recovery facilities
- Prepare policies and procedures for complying with all
NEPA environmental laws and regulations
- Provide training on NEPA compliance and review
- Perform NEPA compliance audits
Sample Projects
West Valley Demonstration Project. We are preparing a Supplemental EIS for the decommissioning of DOE’s West Valley Demonstration Project
in the State of New York, which involves coordination with multiple Cooperating Agencies.
Environmental Assessment for Uranium In-Situ Recovery Facility. SC&A supported the NRC in preparing the
environmental assessment (EA) for the Marsland Expansion Area, which was issued in April 2018. Dr. Abe Zeitoun, SC&A Senior Vice President, and
Milton Gorden, Senior Engineer, led the team that prepared the EA.
Uranium Facilities. We are preparing NEPA documents for uranium in-situ recovery facilities in Nebraska, Wyoming, and South Dakota, and for
the relicensing of the only uranium conversion facility in the U.S. in Metropolis, Illinois.
Depleted Uranium Performance Assessment. We are reviewing the performance assessment for the licensing of a depleted uranium storage facility
in the State of Utah, including technical review and support for public meetings.
Public Meetings & Comment Response. We support scoping and public meetings, collect and categorize public comments, and develop comment
response documents for the State of Utah, EPA, NRC, and DOE.
AP100 & US-APWR. We conducted safety and environmental reviews of the AP1000 and US-APWR reactor designs for the NRC. Reactors included
Turkey Point Units 6 and 7, Levy County Units 1 and 2, Bellefonte Units 3 and 4, Lee Units 1 and 2, Vogtle Units 3 and 4, Summer Units 2 and 3, and Shearon Harris
Units 2 and 3.
Medical Isotope Facilities. We conducted safety reviews for the construction licenses of the SHINE Medical Isotope and Northwest Medical
Isotope facilities for the NRC Office of Nuclear Reactor Regulation.
NEPA Document Review. We helped DOE’s Office of NEPA Policy and Compliance review NEPA documents and prepare NEPA guidance.
Nuclear Power Plants. We developed a methodology to facilitate EPA reviews of NRC EISs for nuclear power plants.
Historical, Cultural, & Religious Resources. We assist the NRC in conducting historical, cultural, and religious resource investigations
and Tribal consultation for uranium in-situ recovery facilities, including Dewey-Burdock in South Dakota, Marsland Expansion Area in Nebraska, and Kendrick
Expansion Area in Wyoming.
